When institutions are captured and norms are materialistic, individualistic and unconstrained, the upper tiers will increasingly be populated by individuals with psychopathic traits, but this is not uniform; many non-psychopaths may be marginalized or coerced. Political economists (Douglass North, 1990; Daron Acemoglu & James Robinson, 2012) argue that the only mechanism prevents a total "might makes right" state though formal third-party enforcement (rule of law, property rights, independent judiciary). However the reality shows the terminal failure mode occurs during the current regulatory capture when highly rationalized, materialistic, self-justifying actors use their literacy, influence or wealth to override the legal system itself. At this stage, formal institutions cease to constrain self-interest, bringing the society fully into the amoral, narcissistic and hyper-competitive state.
