A new rule took effect in New York on September 1. Cosmetology and natural hair styling programs there must now teach textured hair to new students.
Texas has no law like it.
That does not mean stylists here are not excellent. Many are. It means that skill is not guaranteed by a state requirement.
So the license alone does not tell you what you need to know. These six things do.
