Long calls on governor to provide continuity in local leadership

COVINGTON — Newton County District 5 Commissioner LeAnne Long sent an open letter to Gov. Brian Kemp on Tuesday, urging him to seek input from commissioners, “who answer directly to the voters,” before appointing a new interim chair – if current chairman Marcello Banes is suspended again.

Currently the vice chair of the board, Long points out that the county charter provides for the vice chair to serve in the absence of the chair.

The vice chair position rotates on an annual basis.

“That provision gives Newton County a way to maintain continuity through officials elected by citizens, rather than bringing another appointed individual into county government,” Long wrote. “I respectfully ask that you give this existing process serious consideration.”

Long stated that Newton County citizens are looking to regain confidence in their local government.

“Since 2024, Newton County has experienced an extraordinary amount of change in the chairman's position: Chairman Banes, interim Chairman (Lanier) Sims, interim Chairman (Linda) Hays, and then Chairman Banes again,” wrote Long in the letter she also posted to Facebook. “Regardless of anyone's personal feelings about these individuals, the constant change has taken a toll on our county. It has created instability, division, and, most importantly, a loss of trust among many of our citizens.

“Newton County desperately needs stability right now — not more controversy.”

If an interim appointment is made, Long asks that the governor “consider the history of the last two years and ensure that any decision protects the independence of our county government from special interests, personal agendas or political influence.”

Newton County is facing the possibility of another interim chair appointment after Kemp named a committee to review a new indictment of Banes.

The committee – made up of Attorney General Chris Carr, Dougherty County Commissioner Clinton Johnson and Jasper County Commissioner Bruce Henry – has been tasked with determining whether the charges against Banes adversely affect his ability to carry out the duties of his office.

Kemp signed the order Sept. 4; the committee has 14 days from that date to render recommendations on whether or not Banes should be suspended from office pending the disposition of his case or the end of his term.

The three committee members are the same who were appointed by Kemp when Banes and co-defendant Stephanie Lindsey were first indicted by a federal grand jury in June 2024. Banes was subsequently suspended, and former commissioner Lanier Sims was appointed interim chair.

Banes was again suspended in March 2025, and former Newton County Clerk of Courts Linda Hays was appointed interim chair.

Banes resumed the position of chairman in August of this year after a federal jury acquitted him and Lindsey on money laundering charges related to the transfer of land in Stanton Springs. Banes was also acquitted on a charge of making a false statement to a federal agent.

However, the jury was deadlocked on other charges, and Banes and Lindsey were re-indicted earlier this month on charges of conspiring to defraud the Small Business Administration in 2021 and 2022 and of filing false tax returns in 2020.
