Event: *World Rabies Day Seminar*
Venue: *University of Layyah*
Theme: *“Stronger Together”*
Under the command of Honorable Abu Bakar Zahid, Vice Chancellor, University of Layyah, a seminar on World Rabies Day was held at the University of Layyah, organized by the Department of Veterinary & Animal Sciences.
The seminar was attended by CEO DHA Layyah along with Dr. Tariq Gudara, Additional Director Livestock.
Dr. Muhammad Ali, Head of the Department of Veterinary & Animal Sciences, warmly welcomed the guests and participants and briefed the audience about the objectives and activities of the seminar.
*Key Highlights*
- The seminar was organized to raise awareness regarding rabies prevention and control.
- The theme of the event was *“Stronger Together”*, emphasizing collective efforts among the health, livestock, veterinary, academic and community sectors.
- The audience was addressed on the importance of rabies awareness, timely vaccination and early medical intervention.
- Special emphasis was placed on seeking timely treatment after an animal bite and following appropriate preventive measures.
- The importance of coordinated efforts between relevant departments and the community was highlighted for effective rabies prevention.
*Role of Health & Population Department*
* Awareness & Community Education: Health & Population Department should strengthen community awareness regarding rabies prevention, immediate wound washing after animal bites, and the importance of seeking timely medical care.
* Availability of Post-Exposure Prophylaxis (PEP): Ensuring timely availability and administration of anti-rabies vaccine (ARV) and, where clinically indicated, Rabies Immunoglobulin (RIG) at designated health facilities.
* Surveillance & Referral: Strengthening surveillance and reporting of animal-bite cases, ensuring prompt referral of suspected exposure cases, and maintaining coordination with the Livestock

_Under the direction of the competent authorities, various meetings and field activities were conducted today to ensure effective healthcare delivery, uninterrupted availability of medicines, and coordinated implementation of public health initiatives._
*1. Meeting – Jail Hospital Layyah*
A meeting regarding the affairs of Jail Hospital Layyah was chaired by Honorable Mr. Khizar Sahib, ADC (Social Services).

- Superintendent Jail
- MS DHQH Layyah
*Agenda:*
- Review of Jail Hospital services
- Duty roster and staff deployment
- Availability and uninterrupted provision of medicines
The participants discussed the existing arrangements and emphasized effective coordination for the provision of quality healthcare services to prisoners.
*2. Meeting with MS DHQH & THQHs*
A meeting regarding the availability and supply of medicines at DHQH and THQHs was chaired by Honorable Mr. Khizar, ADC (Social Services).

*3. Meeting Regarding Breastfeeding Week*
A meeting regarding the planning and implementation of activities for Breastfeeding Week was chaired by the undersigned.

The meeting focused on comprehensive planning for activities to be conducted during Breastfeeding Week, commencing from Monday.
*4. Visit to DHQH Layyah*
Honorable Mr. Shabir Ahmad Dogar, ADCG Layyah, visited DHQH Layyah.
The honorable ADCG, along with MS DHQH Layyah, visited different areas of the hospital and reviewed the ongoing operational activities. The MS DHQH briefed the honorable ADCG regarding the functioning and service delivery arrangements of the hospital.

ایڈیشنل ڈپٹی کمشنر (میونسپل سروسز) شبیر احمد ڈوگر اور سی ای او ہیلتھ ڈاکٹر شاہد ریاض نے ڈی ایچ کیو ہسپتال لیہ کا اچانک دورہ کیا اور مریضوں کو فراہم کی جانے والی طبی سہولیات اور ہیلتھ کیئر سروسز کا تفصیلی جائزہ لیا۔
انہوں نے مختلف وارڈز کا معائنہ کیا، ادویات کی دستیابی اور انتظامی امور کا جائزہ لیا جبکہ مریضوں اور ان کے لواحقین سے براہِ راست ملاقات کرکے علاج معالجے اور فراہم کی جانے والی سہولیات کے معیار کے بارے میں دریافت کیا۔

_On the direction of Honorable Madam Nadia Saquib, Secretary Health & Population Department Punjab, and Worthy Asif Ali Dogar, Deputy Commissioner Layyah, field visits are being conducted to monitor the provision of quality healthcare delivery services and ensure compliance with departmental standards._
*MNHC Sami Pur Bhagal*
Visited MNHC Sami Pur Bhagal to assess the provision of quality healthcare services and the overall functioning of the facility.
During the visit, the following areas were assessed:
- Availability and provision of essential healthcare services.
- EPI services and vaccination activities.
- SVDs (Safe Delivery Services) and maternal healthcare services.
- Availability of essential medicines and supplies.
- Attendance and presence of healthcare staff.
- Cleanliness and overall hygiene of the facility.
- Maintenance of patient records and service delivery documentation.
- Availability and functionality of essential medical equipment.
- Infection prevention and control measures.
- Overall patient facilitation and quality of healthcare delivery.
The concerned staff was directed to ensure regular attendance, cleanliness, availability of medicines and essential equipment, effective EPI and SVD services, proper maintenance of records, and provision of quality healthcare services to the community.

_On the direction of Honorable Madam Nadia Saquib, Secretary Health & Population Department Punjab, and Worthy Asif Ali Dogar, Deputy Commissioner Layyah, field visits are being conducted to assess the provision of quality healthcare and welfare services in the district._
*1. MNH Jaman Shah*
Visited MNH Jaman Shah to assess the provision of quality healthcare delivery services.
▪️The available healthcare facilities, service delivery arrangements, cleanliness, staff presence, patient care and overall operational activities were reviewed. Relevant staff were engaged regarding the provision of efficient and patient-friendly healthcare services.
*Directions:*
- Ensure uninterrupted provision of quality healthcare services.
- Maintain cleanliness and proper infection-prevention practices.
- Ensure availability of essential medicines and supplies.
- Ensure staff punctuality and presence as per duty rosters.
- Improve patient facilitation and timely management of patients.
- Maintain proper record keeping and reporting of all services.
*2. Sweet Home, Layyah*
▪️Visited Zareena Memorial Sweet Home Layyah, an institution established by Dr. Akhtar Rashid & Dr.Ammara Provincial Coordinator WFP Punjab for the care and welfare of orphan children.
▪️The facility was visited to assess the arrangements and facilities being provided to the children. The overall living environment, basic facilities, cleanliness, food arrangements, education and welfare-related provisions were reviewed.

*Diarrhea Outbreak Response Report – Mauza Kheray Wala, Choubara*

_On the direction of Honorable Madam Nadia Saquib, Secretary Health & Population Department Punjab, and Worthy Asif Ali Dogar, Deputy Commissioner Layyah, field response activities were conducted in Mauza Kheray Wala following reports of an outbreak of diarrhea._
📍During the last five days, more than 40 individuals have reportedly developed symptoms including nausea, vomiting, diarrhea, and severe dehydration.
*Response & Medical Camp*
📍A medical camp has been established by the District Health Authority Layyah in the affected area to provide immediate medical assessment and treatment to the patients. Most patients are being managed locally, while patients with severe dehydration and complications are being referred to THQ Hospital Choubara for further management.
*Inspection & Investigation*
📍CEO DHA Layyah, Dr. Shahid Riaz Sohrani, visited the affected area along with teams from the District Health Authority and Punjab Food Authority. The teams assessed the situation, examined affected individuals, and reviewed possible sources of the outbreak.
📍An investigation is underway to determine whether the outbreak is related to food poisoning, contaminated food, or unsafe drinking water. Preliminary assessment indicates that contaminated and unsafe water may be a major contributing factor to the spread of diarrhea; however, the final cause will be established after completion of the relevant investigations and testing.
*Directions:*
- Ensure continuous availability of medical staff, medicines, ORS and IV fluids at the medical camp.
- Conduct active case finding and monitor all suspected cases in the affected area.
- Immediately refer patients with severe dehydration or other complications to THQ Hospital Choubara.
- Collect and test drinking-water samples from the affected locality.
- Coordinate with the Punjab Food Authority for investigation of possible food contamination.

*Visit Report – Layyah General Hospital Layyah*

_Layyah General Hospital is a state-of-the-art healthcare facility being constructed in Layyah, equipped with modern medical infrastructure and facilities in accordance with international standards._
Worthy Asif Ali Dogar, Deputy Commissioner Layyah, visited the site of Layyah General Hospital to review the ongoing construction and development work.
Officers of IDAP accompanied the Worthy DC during the visit and briefed him about the current progress of the project and ongoing construction activities.
*Key Points:*
1. The Worthy DC inspected the ongoing construction work and reviewed the overall progress of the project.
2. The recently approved site for the residential apartments was also visited.
3. During the briefing, it was informed that 28 residential apartments will be constructed at the site.
4. The construction of the residential apartments is planned to be completed within 9 months.
5. The Worthy DC directed the concerned officers and contractors to accelerate the pace of work to ensure completion within the stipulated timeline.
6. He emphasized that the quality of construction work must be maintained in accordance with the approved standards and specifications.
7. The Worthy DC further directed that weekly follow-up visits be conducted to closely monitor the progress and ensure timely and quality completion of the project.
