NSTP

National Service Training Program (NSTP) is a program aimed at enhancing civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its three program components. Its various components are specially designed to enhance youths active contribution to the general welfare. NSTP was supported by the newly established Republic Act No. 9163 or the NSTP Act 2001 which was established on July 23, 2001 by the Twelfth Congress First Regular Session. Drilon, President of the Senate, and Rep. Jose De Venecia, Speaker of the House of Representatives. It was approved by President Gloria Macapagal-Arroyo on January 23, 2002. This Act was made to answer the movement to abolish ROTC and others to create reform of the program. The Act affirmed that the prime duty of the government was to serve and protect its citizens. In turn, it shall be the responsibility of all the citizens to defend the security of the State and because of this, the government may require each citizen to render personal, military or civil service. Recognizing the youth's vital role in national building, the State shall promote civic consciousness among the youth and shall develop their physical, moral, spiritual, intellectual and social well being. It shall inculcate in the youth patriotism, nationalism and advance their involvement in public and civic affairs. In pursuit of these goals, the youth, the most valuable resources of the nation, shall be motivated, trained, organized and mobilized in military training, literacy, civic welfare and other similar endeavors in the service of the nation. Three Components of the NSTP

RESERVE OFFICERS' TRAINING CORPS (ROTC) - is a program institutionalized under Sections 38 and 39 of Republic Act No. 7077 designed to provide military training to tertiary level students in order to motivate, train, organize and mobilize them for national defense preparedness. CIVIC WELFARE TRAINING SERVICE - refers to programs or activities contributory to the general welfare and betterment of the community or the enhancement of its facilities especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and morals of the citizenry. LITERACY TRAINING SERVICE (LTS) - is a program designed to train students become teachers of literacy and numeracy skills to school children, out of school youth and other segments of society in need if other services. Establishment, Coverage and Duration

The NSTP form part of the curricula of all baccalaureate degree courses and of at least two (2) year technical and vocational courses and is a requisite for graduation. Male and female students are covered of any public and private educational. They are required to complete one of the NSTP components and should be undertaken for an academic period of two semesters. In lieu of the two (2) semesters for any of the components of the NSTP, a one (1) summer program may be designed, formulated and adopted by the DND, CHED and TESDA. The ROTC under NSTP shall instill patriotism, moral virtues, respect for rights of the civilians, and adherence to the Constitutions, among others. Citizen Training shall be given emphasis in all program components. Citizen Soldier

The citizen soldiers, alternately referred to as reservists, who compose the reserve force are those reservists of the AFP who are incorporated into the Reserve Force. Graduates of the ROTC basic and advanced courses and who were issued orders as enlisted reservist or reserve officers of the AFP. The graduates will be organized into five components:

1. The Air Force Reserve Component
3. The Navy Reserve Component
4. The AFP-wide Technical Reserve Component
5. The Affiliated Reserves

The mission of the Citizen Armed Force, alternately referred to as the Reserve
Force, is to provide the base for the expansion of the Armed Forces of the Philippines in the event of war, invasion or rebellion, to assist in socioeconomic development, and to assist in the operation and maintenance of essential government or private utilities in the furtherance of overall mission. Indeed, the NSTP has its legal basis for implementation under the Philippine Constitution. It was made from the amendment of the Commonwealth Act No. 1 and the Republic Act 7077. 1912 - In the old Padre Faura Campus (now UP Manila), the University of the Philippines Military Training was born. It was made as a mandatory requirement for all male students in all departments, institutions and colleges. During the early years, the training was only within an infantry and only concentrated with the use of rifles. The organized military training of the university was under the instruction of the Philippine Constabulary (presently known as the Philippine National Police) and Captain Silvino Gallardo was given the position as the first Commandant of Cadets. Then the need for national defense became more acute and the US government authorized the Philippine National Guard (PNG) to be organized, similar to the National guards in US. The PNG then took over military form UP students from the Phil. Constabulary, supported by the Philippine Division of the US Army with Cap. Juan Villasanta as Commandant of Cadets.

1916 - Military training started in UPLB (formerly known as the University of Philippines College of Agriculture). October 10, 1917 - Probably the most memorable moment in the history of the UP cadets, students and faculty members in the Manila campus and in Los Baños, Laguna, volunteered for service in World War I. This is why, to this day, this event is being observed as "Loyalty Day" especially in Los Baños where the most colorful activities are staged. 𝗦𝗘𝗩𝗘𝗡𝗧𝗛 𝗧𝗥𝗔𝗜𝗡𝗜𝗡𝗚 𝗗𝗔𝗬: 𝗠𝗮𝗿𝗰𝗵𝗶𝗻𝗴 𝗗𝗿𝗶𝗹𝗹𝘀, 𝗠𝗮𝗻𝘂𝗮𝗹 𝗼𝗳 𝗔𝗿𝗺𝘀, 𝗮𝗻𝗱 𝗮 𝗟𝗲𝗰𝘁𝘂𝗿𝗲 𝗼𝗻 𝗠𝗶𝗹𝗶𝘁𝗮𝗿𝘆 𝗜𝗻𝘁𝗲𝗹𝗹𝗶𝗴𝗲𝗻𝗰𝗲

On 26 September 2026, the basic cadets continued their Marching Drills and manual of Arms at UPLB Freedom Park as part of their preparation for the upcoming Loyalty Day Parade on 10 October 2026, under the supervision of the UPLB DMST training staff.

The cadets then proceeded to the Baker Memorial Hall for a controlled break and participated in this week’s Squad Games, which were facilitated by the UPLB Corps of Sponsors. This was followed by a lecture on Military Intelligence conducted by MAJ FERDINAND G DE VERA (FS) PA.

The training day concluded with important reminders and information delivered by 1LT EDWIN B RALA (RES) PA. The basic cadets were briefed on what to expect during the upcoming Loyalty Day and were given a recap of the activities and lessons covered throughout the training day.

On 19 September 2026, the Basic Cadets continued their marching drill lessons through practical exercises, supervised by the DMST training staff and cadet officers.

A controlled break followed, during which the UPLB Corps of Sponsors introduced and facilitated the Squad Games. This inter-squad quiz contest was designed to test students' knowledge from their previous lectures and their ability to work as a team.

The activities continued with the drills on the Manual of Arms, which was facilitated by CMAJ ANGELO G VIAJANTE, 1CL, and was assisted by the DMST training staff.

The Training Day concluded with an introduction and orientation on the Cadet Officer Candidate Course and the UPLB Corps of Sponsors, giving the Basic Cadets an overview of the benefits and opportunities of being a Cadet Officer.

The UPLB Corps of Cadets extends its warmest greetings to the Municipality of Los Baños as we celebrate 411 years of history, culture, and heritage since its founding on September 17, 1615.

May this year’s celebration serve as a meaningful reminder of the rich history and continued progress that have shaped Los Baños into the community it is today. May we continue to honor its heritage, celebrate its achievements, and look forward to a brighter future together.

On 12 September 2026, the UPLB ROTC Unit convened at the Charles Fuller Baker Memorial Hall for their fifth Training Day, marking the first face-to-face meeting for this semester.

The training day began with unit organization and attendance checking. Cadets then proceeded to their designated drill areas for initial drill exercises, where they learned how to form and dismiss a platoon, proper position of attention, facings, and saluting. Marching drills then followed. The UPLB Corps of Sponsors then conducted a lecture on leptospirosis prevention and awareness.

The UPLB ROTC Unit Commandant, COL ALEXANDER M ARBOLADO INF (MNSA) PA, then delivered an inspiring message on the value of leadership and discipline, qualities which make an efficient and effective individual.

Announcements on the Cadet Officers and Sponsors orientation schedules were provided before the training day was concluded.

𝟰𝟳𝗧𝗛 𝗡𝗔𝗧𝗜𝗢𝗡𝗔𝗟 𝗥𝗘𝗦𝗘𝗥𝗩𝗜𝗦𝗧 𝗪𝗘𝗘𝗞

From 03 September to 10 September, the 47th National Reservist Week is observed in recognition of our military reservists who continue to serve the nation with dedication, patriotism, and readiness, even while fulfilling their responsibilities as civilians.

As an integral part of the Armed Forces of the Philippines Reserve Force, our reservists play a vital role in national defense, disaster response, humanitarian assistance, community service, and nation-building. Their willingness to answer the call of duty reflects the enduring spirit of the Filipino Citizen-Soldier.

As we honor our Laang Kawal, may their commitment and sacrifices inspire us to uphold the values of Honor, Patriotism, and Duty. To all our reservists, we give our snappy salute for your continued service to the Filipino people.
