SAAYE SPEAKS ON POLICE RETENTION AND INSTITUTIONAL ACCOUNTABILITY

The Southern Africa Alliance on Youth Employment (SAAYE) has taken note of the decision to retain and recall retired police officers into active service.

Our concern is not simply about whether retired officers should or should not return to work.

The bigger question is what this decision means for institutional renewal, opportunities for young people, succession, professionalism and public confidence in the security sector.

Institutions are built to serve the public, but they must also continuously renew themselves. Where opportunities for advancement, recruitment and succession are limited, young professionals can be left without a meaningful pathway to contribute.

SAAYE therefore calls for greater transparency around the policy and criteria governing the retention and recall of retired officers, as well as a broader national conversation on succession planning and institutional development within the police service.

A country cannot build strong institutions by simply filling today's gaps. We must also build the institutions that will serve tomorrow's generation.

Our call is therefore for policies that balance experience with renewal, institutional stability with opportunity, and public security with accountable governance.

SAAYE SPEAKS ON THE DEPARTURE OF MICHELLE TAU

The Southern Africa Alliance on Youth Employment (SAAYE) has expressed concern over the circumstances surrounding the departure of Lesotho sports personality Michelle Tau and what the matter tells us about the state of sports development, opportunity and institutional support for young people in Lesotho.

For us, this is bigger than one individual.

When talented Basotho are compelled to look elsewhere for opportunities to develop and exercise their abilities, we must ask what kind of environment we are creating for our young people.

Sports is not merely entertainment. It is a space for employment, talent development, dignity, national identity and economic opportunity.

SAAYE therefore calls for an honest and constructive conversation about the systems that support our athletes and sports professionals, including governance, opportunities, professional development and the protection of talent.

We cannot celebrate our young people's success abroad while ignoring the conditions that may have pushed them to leave home..

Strengthening Human Rights Knowledge for Better Advocacy

The Southern Africa Alliance on Youth Employment (SAAYE) is participating in a Human Rights Training of Trainers (ToT) Workshop, aimed at strengthening the capacity of civil society actors to promote, protect and advocate for human rights.

The workshop has covered a wide range of critical human rights topics, including:

✅ United Nations Human Rights Mechanisms and Systems
✅ Treaty-Based and Charter-Based Mechanisms
✅ The Universal Periodic Review (UPR) Process
✅ Human Rights Treaty Bodies and their Functions
✅ State Reporting and Monitoring Procedures
✅ Domestication and Ratification of International Human Rights Treaties
✅ Roles of National Human Rights Institutions (NHRIs) and Civil Society Organizations (CSOs)
✅ Individual Communications and Inquiry Procedures
✅ Early Warning and Urgent Action Mechanisms
✅ Special Rapporteurs and their Communications
✅ Human Rights Advocacy Cycle
✅ African Human Rights System, including the African Commission and APRM
✅ Lesotho's progress in advancing legislation on Gender-Based Violence (GBV), disability rights, water and sanitation, sign language, inclusive education, and other key human rights commitments.

This training is equipping participants with practical knowledge to effectively engage in human rights monitoring, reporting, advocacy, and accountability processes at national, regional, and international levels.

As SAAYE, we remain committed to advancing youth participation, good governance, social justice, and the protection of human rights for all. Strengthening knowledge and partnerships is essential to building inclusive, accountable, and rights-based societies where no one is left behind.
