The Southern Highlands Provincial Election Office wishes to inform all community leaders, councillors, enrolment agents, and the people of Southern Highlands Province that the current Electoral Roll Update and Verification Exercise is being conducted using generic Form 11s together with Forms 70, 71, and 72.
This approach has been adopted following the 2024 roll update survey, where our teams used Forms 70 and 71 to capture eligible voters who were both already on the roll and those not yet enrolled, including their clans, sub-clans, family head names, and ward details.
The 2025 working roll will be used for the current Roll Update Exercise, not the 2022 roll. Any irregularities, complaints, or issues identified during the exercise will be addressed and resolved using the 2025 working roll as the reference.
𝑻𝒉𝒆 𝒑𝒖𝒓𝒑𝒐𝒔𝒆 𝒐𝒇 𝒕𝒉𝒆 𝒄𝒖𝒓𝒓𝒆𝒏𝒕 𝒆𝒙𝒆𝒓𝒄𝒊𝒔𝒆 𝒊𝒔 𝒕𝒐:
- Correct errors on the electoral roll
- Identify eligible voters who have turned 18 years and above and were previously missed
- Record transferred-in and transferred-out voters
- Remove deceased persons from the roll
- Identify and eliminate ghost and duplicate entries
- Determine the actual number of eligible voters missing from each ward
𝑪𝒐𝒏𝒕𝒓𝒐𝒍 𝑴𝒆𝒂𝒔𝒖𝒓𝒆𝒔 𝒂𝒏𝒅 𝑸𝒖𝒂𝒍𝒊𝒕𝒚 𝑨𝒔𝒔𝒖𝒓𝒂𝒏𝒄𝒆
To prevent inflation of ward roll figures, the Electoral Office is implementing strict quality assurance (QA) and control mechanisms. In previous updates, requests for Form 11s have ranged between 6% and 9%, however, a significant number of eligible voters were still not accurately captured.
𝑭𝒐𝒓 𝒕𝒉𝒊𝒔 𝒓𝒆𝒂𝒔𝒐𝒏:
- Actual Form 11s are not being distributed at this stage.
- Generic forms are being used initially to collect and verify field data.
- All completed field records will undergo quality checks prior to any request for actual Form 11s.
The PEASC will review all field reports and QA findings before determining whether to request:
- A percentage-based allocation (e.g. 3% or 9% across the 517 wards), or
- The actual number of Form 11s justified by verified field data.
𝑰𝒎𝒑𝒐𝒓𝒕𝒂𝒏𝒕 𝑰𝒏𝒇𝒐𝒓𝒎𝒂𝒕𝒊𝒐𝒏
This exercise is being conducted in advance to allow sufficient time for proper cleansing, verification, and improvement of the electoral roll ahead of the 2027 National General Election.
𝑷𝒍𝒆𝒂𝒔𝒆 𝒏𝒐𝒕𝒆:
- The Southern Highlands Provincial Election Office does not currently hold actual Form 11s in Mendi.
- PNGEC is implementing this process nationwide using generic forms to first capture missing voters and undertake necessary corrections.
- Community leaders and councillors will be required to verify and endorse field data collected within their respective wards as part of the accountability process.
- As biometric verification systems are not available, community validation and accurate documentation remain essential to ensuring the integrity of the roll.
𝑪𝒐𝒐𝒑𝒆𝒓𝒂𝒕𝒊𝒐𝒏 𝑹𝒆𝒒𝒖𝒆𝒔𝒕𝒆𝒅,
We respectfully encourage all the people:
- Visit the Provincial Election Office for clarification where required,
- Participate in the official field verification process,
- Work closely with enrolment agents, and
- Support their communities in achieving a clean, accurate, and credible electoral roll.
People are advised not to interfere with or misinform the public during this exercise. PNGEC must be allowed to carry out its mandate in a professional manner. Any concerns or submissions may be formally raised during the official roll display period following completion of the verification process.

The Southern Highlands Provincial Election Office has assured the people of Mt Bosavi LLG that they have not been forgotten during the ongoing Electoral Roll Update and Verification exercise.
Southern Highlands Provincial Election Manager Grace Wong said officers Nelson John and Jacob Mark have been deployed to train enrolment agents and conduct the roll update exercise in every ward across Mt Bosavi LLG.
She urged all eligible voters to take part in the exercise to ensure their names are properly recorded on the electoral roll and that they are able to exercise their democratic right to vote in the 2027 National General Election (NGE).
"Make sure you participate in this important roll update exercise so you are not left out from exercising your right to vote in the 2027 National General Election,” she said.
The Election Office also stated that the roll update exercise is now reaching even the most remote and previously unreached communities in Southern Highlands Province.
Officials say the aim is to ensure that every eligible citizen in Southern Highlands Province has the opportunity to be enrolled and participate in the 2027 National General Election.

The residents of Old Compound Ward 3 in the proposed Mendi Central District, Southern Highlands Province, are now carrying out the Electoral Roll Update and Verification field exercise.
Field officers, ward coordinators, and local leaders are working together to ensure that all eligible voters can check, update, and verify their names on the electoral roll.
Community members are encouraged to cooperate with the field teams and provide accurate information so that the electoral roll is complete, accurate, and up to date for the upcoming election.

Southern Highlands Provincial Election Manager Grace Wong has assured the people of Southern Highlands Province that the Electoral Roll Update will commence on 3rd August 2026 across the province, following the completion of public awareness activities on the Electoral Roll Update and Verification process. She stated that, by now, the public should be fully aware of the exercise and its importance.
Ms Wong said that coordinators have been appointed in every LLG, and they will work closely with ward agents in each ward. In every ward, a designated location will be identified where the electoral roll will be displayed for public inspection.
Eligible voters are encouraged to visit the display locations to check their names, verify their details, and correct any errors that may appear on the roll.
The following categories must also be properly recorded during the update exercise:
- Young people who have turned 18 years of age or older and whose names are not on the roll must be recorded on the official forms.
- People who have transferred into a ward must be recorded as transferred in.
- Those who have moved out of a ward must be recorded as transferred out and removed from the previous ward roll.
- The names of deceased persons and ghost names must be removed from the electoral roll.
Ms Wong also appealed to all individuals intending to contest the 2027 National Election in Southern Highlands Province. She noted that many complaints were raised during previous electoral roll update exercises and emphasized the need for greater cooperation this time.
She explained that the 2025 Electoral Rolls Update will be used as the basis for the current Electoral Roll Update. Therefore, she urged intending candidates and their supporters to go down to their respective LLGs and wards during the update period, work closely with the Electoral Roll Update teams, and verify the accuracy of their electoral rolls.
Ms Wong stressed that the success of the Electoral Roll Update depends on the active participation and cooperation of all citizens, so that Southern Highlands Province can have a clean, accurate, and reliable electoral roll for the 2027 National Election.
