The King's niece announced that the newest member of her family was delivered in a hospital in Lisbon and weighed 6lbs 9oz.
Posting on Instagram, Eugenie said she and husband Jack Brooksbank were "beyond in love with our girlie".
Both mother and baby are said to be doing well.
The couple already have two boys, five-year-old August and three-year-old Ernest.
It's understood they are taking their time to choose a name for their daughter - who is now 15th in line to the throne, just ahead of Eugenie's uncle, Prince Edward.
However the baby girl, who will be the 15th great-grandchild of the late Queen and the third born since her death in 2022, will not be a HRH.
Buckingham Palace said the couple were "delighted to announce the safe arrival of their daughter" - born on 3 August at 6.20pm.
"Their Majesties The King and Queen and other members of the royal family were delighted to be informed of the news," the statement added.
The birth is a rare occasion where a member of the royal family who is in the direct line of succession has been born overseas.
Princess Lilibet who lives in California with her parents, Prince Harry and Meghan Markle, was the previous member of the family born outside the UK.
The last monarch to be born abroad was George II who, as one of the Hanoverian kings, was born in what is now northern Germany.
The new arrival is Andrew Mountbatten-Windsor's fifth grandchild - as Princess Beatrice has two girls and a stepson with her husband Edoardo Mapelli Mozzi.
Currently Eugenie and her husband are spending much of their time in Portugal, where they own a home.

Iran’s Foreign Ministry spokesman Esmaeil Baghaei has said Iran and Oman are continuing talks aimed at ensuring the safe flow of traffic through the Strait of Hormuz, with discussions focused on designating safe inbound and outbound lanes.
In comments carried by Iran’s IRIB broadcaster, Baghaei said the talks have “been assessed positively at both the technical and political levels” as Iran works to develop the needed “mechanisms” to manage traffic in the strait.

When a group of Russian assault troops approached Ukrainian defenses on a section of the front line in eastern Donetsk, they were met by an unexpected adversary: a battle robot armed with a flamethrower.
As the Russians took up position near a tree line, the robot set to work turning the dry summer grass around them into a flaming cauldron. A machine-gun crew followed up to clear out the surviving attackers, according to the chief engineer of Ukraine’s 93rd Separate Mechanised Brigade, known by his callsign “Magician.”
