Job is an orphan from a completely vulnerable background, who has been admitted to study Bachelor of Medicine at Kisii University. As a self-sponsored student, the course would cost him approx. KSh 612,000 per year.

Under the previous government-sponsored funding model, Job would pay about KSh 60,000 per year. He would then apply for a HELB loan, receive around KSh 60,000 for upkeep, and comfortably stay in school. In simple terms, his direct education cost was about KSh 60,000 per year, while the upkeep loan catered for his living expenses.

Then, in 2023, a miracle happened. The loving mama mboga government unveiled the new funding model. The idea sounded beautiful: the poorest students would pay the least, while the rest of the cost would be shared between government scholarships and HELB loans.

Since Job is extremely vulnerable, he qualifies for 55% government scholarship, 40% HELB loan, and only 5% household contribution. On top of that, HELB gives him KSh 60,000 for upkeep every year.

Suddenly, Job is only required to raise about KSh 30,000 a year instead of KSh 60,000.

Job is over the moon. He becomes a volunteer blogger and part-time campaigner, passionately explaining to everyone how the new funding model has made university education affordable and inclusive.

Five years later, Job graduates.

Out of curiosity, he logs into his HELB portal.

His smile disappears.

His HELB balance reads KSh 1,224,240, that is, the total loan accumulated and upkeep in the last 5 years.

That's when it finally dawns on him that the game was simply stretched over time. The money he didn't pay upfront didn't disappear, it quietly accumulated as debt. Instead of the roughly KSh 300,000 he would have re--paid HELB over five years under the previous arrangement, he now leaves campus with a financial obligation of about KSh 1.38 million. By then, of course, there's nothing he can do about it.
